They ha...Illinois' budget is a bottomless pit. They haven't done anything other than attempt to plug the hole and pay their long overdue bills. I believe 50% of the current budget is deficit. Unfortunately, since Illinois has no limit on political contributions to State or local politicians, we also enjoy pay-for-play politics.
